Crit surge and Dots also Negate Magic

Is it possible for the devs to change it so certain dots can proc crit surge and others not. So skills like flurry from the Dual Wield tree can proc Crit surge.
Side note just thought of something for Negate Magic what if they changeed it to a single target ability and when used on someone removes all magic they have casted and any magic buffs on themselves and silence for 8 secs that they can break free from. Is that to strong?
