We've always had a CP line completely dedicated to ruining our dps, yet we managed, why would stam not be able to over the come the exact same treatment?

Vigor and rally are must haves cause they are the ONLY reliable stam heals. They are good for sure, but there is no way for a stam build to reliably and repeatedly gain HP like healing ward, BoL and hardened ward allow. Instead stamina builds have to rely more on dodge to not take as much damage in the first place.

Fixed. Sorry but it's just dodge ZOS made it clear they hate tanks and tank play which includes blocking and resistance. Why else is there a penitently for blocking and a hard cap for resistance.

Mostly because of those perma tanks that i could deal with easily in 1.6 but other people for some reason couldn't. I mean it's not like every class has a skill that drops block or anything...

You drop block while feared, this was changed quite a while ago.
