Legerdemain barely leveling: Bug or ninja nerf for TG DLC??

On PS4, I just started leveling my legerdemain on a toon. It is lvl 4. I just stole and sold 110 items, plus fenced another 12 or so items. My legerdemain barely moved...went from like 4 1/4 to barely 5. In the past, the first few days of stealing and selling 110 items would cause legerdemain to level very quickly, slowing down only at the higher ranks. Not sure if this is a ninja nerf in preparation for Thieves Guild DLC or if it is a bug?? Would appreciate some insight ZOS

From what I can tell, it levels the same as it always has. Each stolen item you sell/launder, chests, locked doors, and pick-pocketing easy targets all earn you one point. Medium and hard pick-pocketing targets earn you 2 and 3 points, respectively. It took me quite a while to get my character to lvl 20 by maxing out the fence limit every day, and a LOT of pick-pocketing in Greenwater Cove. (All lower level medium targets, and no guards nearby. )

I don't expect to have it done in a single day. I know it is a grind.

Simply, when I have leveled it on other toons (and I have several), it went quite quickly the first few levels. Today when I did so it was extremely slow.

Ledgermain XP needed for the next rank increases per rank. While the first few levels are incredibly fast, it slows down considerably later.
