Yes, and even then it will proc 3 times in a run if you're lucky.

I've seen Bogdan proc quite often on certain builds; mainly HoT-heavy builds like my NB healer. Skoria has a slight buff in proc chance, so I'm intrigued as to how much of a difference it could make.

The Mephala damage is really bad unfortunately...its really only good for it's snare.
