Blacksmithing Writs & Tempering Alloys — Does The Level of the Writ Matter?

Yet another one of those questions from me! 
Anyways, trying to maximize the chance of Tempering Alloys drops from writ boxes. I'm asking this question because Hirelings and upgrade material drops are the same chance throughout how many points you have in Proficiency and the actual Hireling passives.
Does anybody know if the Proficiency level of Blacksmithing affects the chance of Tempering Alloy loot from the writ boxes?
Say:
Does Alt #2 have a higher chance of getting Tempering Alloys since it is the highest level writ or is the chance of getting them the same throughout every single Blacksmithing writ?
