Befoul - increases effectiveness of healing reduction abilities by [x]%. Total 33% at 100 CP.
I remember a while back in the AoE cap's thread, Wrobel mentioned that the Befoul CP passive is additive and that tool-tip's on ability's are actually wrong and state the wrong value's.
Can anyone confirm this is true? Wrobel has since changed his quote to something else but my memory of his talk about Befoul live's on.
Is Befoul useless?
I play console and do not have any damage log's to check my number's. Even so, i don't have a enemy healer who i could applie Defile on to to test this out in PvP.

Before this example was on Befoul specifically but edited for clarity.
Wrobel state's Befoul act's as a counter to many healing cp passive's. If Befoul was additive this would certainly be the case. In the following example, tool-tip's are said to be off and need cleaning up. Not sure if this is talking about Befoul as well.
Any insight on this discussion would be great. Is Befoul actually additive? Can anyone test this?
