I am a templar healer/dps at level 46. I am looking for minor changes to my build.

I plan on switching devouring swarm to mages guild ultimate after I get it.
My questions are:
1. Which morph should I use for rite of passage?
2. Quick Cloak, Structured Entropy, Rune Focus, and Blazing Spear are all abilities I'm going to use at the start of a fight. Which ones should I front bar and back bar?
3. Is repentance worth front barring for the magicka regen?
