Can I move an xbox and ESO account to another consol?

So I'm trying to get my girlfriend to pay this game but she is not really a gamer and not sure if she wants to play. If I were to add an xbox account to my current xbox then have her make a new eso account if later she decided to buy her own xbox could she move her xbox and eso account to her own xbox?

So basically, you could sign your gamertag into any Xbox one and have access to your ESO account.0 -
