Unable to receive Vampire Bite on a low level toon.

@ZOS_GinaBruno, I have created several tickets for this issue. I currently have a level 10 Dunmer NB that I have been trying to turn into a vampire. I have had several guildies and randoms try to bite me and all have received the same issue. The bite synergy appears, but they are unable to click it. I am not currently a WW and I am sure that all the people who have tried to bite me have a bite available.
I have had other toons bitten at level 10 in the past so I am curious if this is a random bug on this toon or if there was some unstated patch that changed the minimum level for vamp bites.
