Scavenging for a Scarab (SPOILERS)

I'm currently playing through the Daggerfall Covenant side again and I found something that confused me. At the end of Scavenging for a Scarab the Sly Scarab guy says something to the effect of "they won't be able to find the item that Chancellor Tharn is looking for". Most people will have been playing through the main quest while going through the DC storyline and by this point you have Abnur Tharn on your side. Are they referring to Septima Tharn or is this just some weird plot hole? I would assume they are talking about Septima, but I thought Abnur was always called Chancellor.
