Elusive mist broken

Anybody else noticed that elusive mist does not grant major expedition 40% increase the movement speed ?
Retreating maneuvers has the same increase the speed and it's twice as fast as the mist..I even tried going into mist form next to somebody running at normal speed and Stormhaven and they run faster than me why when mist form.. And they were not an Orc. Do you increase the speed doesn't seem to work and also Wailin PVP or even PV eat for that matter it doesn't seem like a 75% reduced damage works either ..
