Lag Spikes

Whenever i kill a target anywhere in the game or just use a skill in general, i get huge lag spikes. It makes farming Imperial City extremely difficult, let alone Maelstrom Arena. I'll get killed very very easily because of this. I've defraged my pc, iv got eso set up right with my firewall, iv deleted all of my addons, and nothing helps. My internet is fine, its something to do with the game... It wasnt always like this for me, but started about 2 weeks ago. Anyone have any ideas on how to fix this? Would be greatly appreciated
