That's really odd. Only other possible thing I can think of is that there is a quest somewhere that you haven't done (at one point, I thought I had cleared all of Eastmarch and it wasn't until I went back to grab Lorebooks that I discovered three other random quests I never finished). There's something somewhere that is preventing Captain Vari from being at her location near the Fighters Guild, which is usually an indication that a prerequisite for the quest hasn't been made yet.Rogue's Gallery (EP)(NA)(XB1)

It lists Pulled Under as the prerequisite quest and I've done that one. I actually have an addon that shows quest giver locations and the only one left is for this quest and that Captain isn't there.SteveCampsOut wrote: »

✭I know this thread is old but does anyone know the answer to this? I'm experiencing the same thing. I've done every single objective in Caldwell's except Trolhetta and I CANNOT figure out where the quest-giver is. I've ran around Riften and Trolhetta and can't find anyone. Is there a prerequisite quest that I don't know of? Anyone? I'm so close to the end and yet...
Edit to add that the last quest I did was "Pulled Under" http://en.uesp.net/wiki/Online:Pulled_Under so I am supposed to apparently see the next quest giver outside the Fighter's Guild where I turned it in but there is no quest here.
