What I am talking about. When I login everyone is dressing or screaming. Why use up bandwith and cpu cycles for this kind of thing??

When I gate to another location I get these also. Doesn't make any sense to me.

The dressing animation plays when someone puts on a costume. Most likely when you load in the characters load, and then it gets a message that a character is wearing a costume so the animation for dressing plays.

Everyone is screaming? That's sort of disturbing.
What ESO really needs is an Auction Horse.
    That's right... Horse.

Certain costumes(skeleton, goblin) do that when you put them on

Easy answer, just log out where other players tend not to congregate.

This is a hangover from the changes made so that other players are not rendered immediately on load to make things run better. Which is why I tend to log out away from other players. Of course using a wayshrine into Rawkla will give you the same thing....
Enjoy the game, life is what you really want to be worried about.

Are you playing on a potato tethered to a carrot?

    CPU Cycles? Bandwidth? Really? lol

The dressing and screaming happens to everyone that is there when I come into a zone either from logging in or using a portal. It's everyone that is dressing no just some. The screaming seems like it is everyone also.

The animations and sounds for these costumes & polymorphs are delayed for a reason. When you load into a new area, people wearing those costumes that have a specific animation tied to them (i.e. the skeleton polymorph) load in before their costumes do. It prevents an overload of information from bogging everyone down, and instead delays certain portions of sounds/animations that are not considered essential to boost performance on both user- and server-side.

This happens for literally everyone at some point. You will notice it now, because now you'll be paying attention to it.

I won't because typically when loading in I'm in the kitchen getting a beer out of the fridge. ;)
