Bad performance when looking east (Cyrodiil).

https://www.youtube.com/watch?v=WeGQhnESvcgWhile capturing Fort Rayles my fps went down to 5~10 and it stayed that way until I tried to leave Cyrodiil, but then I realised that it was only when looking East (towards Rayles actually, I guess) that the framerate dropped.
This was not fixed with a /reloadui, but after relogging it went back to normal.
The background noise in the video was not there when I was playing and it isn't in any of my other videos, it might be related... or not.
I'm not really asking for help, I already relogged; I'm just sharing this so someone at ZOS can see it and maybe eventually fix what's causing it.
