CP Gain after VR Removal Question

So, when VR is removed rank will be based off CP. CP's are shared account-wide. So if I have 400 CP now all my low-level alts and any new toons I roll will automatically be max level (minus the skill points). Is this correct? If so, how will we be able to gain new CP's if we want to do the main quest line plus Cadwell's Silver & Gold with a new toon since we will be too over-leveled for those zones to get XP from kills etc.? Or, am I missing something? Thanks in advance to anyone who can help me understand this.

    The CP you earned on all of your other characters, using your example of 400 CP, will be available on any new character you create. You can allocate those CP for your new character as you would any other. However, that new character is still not eligible to earn exp towards CP until it reaches level 50. Upon reaching level 50, any form of incoming experience counts toward CP.

    Ok, that makes sense, but it seems that once I hit Cadwells zones I will still be over-leveled to gain any XP towards CP.

    We don't really know how xp rewards and difficulty will be handled in Caldwell's after VR removal. Its possible that everything will be level 50 and give the same xp, or have some sort of champion-system-related difficulty stat that xp rewards will be calculated off of.

    We just don't know yet.

    It seems that they are working on making silver and gold content level agnostic like the orsinium DLC.

    Hmm, I see your point, and I'm not sure I have the answer for you.

    I'd like to think that it would remain balanced once you move on to the silver & gold zones. I don't imagine there will be much of a difference in the functionality of those mobs, or their stats. But really it's up to ZOS to implement this change while maintaining balance, and who knows what they'll do? It would come as a surprise to me if your CP progression rate slowed when you reached 50 and still went to the silver zones, which is the "intended" next step of leveling. I'm willing to bet that ZOS will be paying more attention to progression balance than pvp or pve endgame balance, especially with continued influx of new players.

    That would be great if they made Cadwell's Silver & Gold like Orsinium. It would make the most sense (to me at least).

    I think at this point in ESO's lifetime, this idea would work quite well. No reason to force any particular order. I'd say after defeating Molag Bal, all silver & gold zones become available and you can do anything you want in whatever order you want, except the main story quests, which should be done in order.
