Problem with Launcher

So, I just downloaded the installer and it takes me through to the part where is ask what folder I want to have my game content put in and the pre req downloads. I accept that and it downloads Directx etc.... After that I cannot launch the launcher. it opens but it doesnt pop up. When I click the icon on my windows task bar, nothing appears. HOWEVER, when I change my video settings from 144Hz down to 60Hz it appears but is not downloading anything. All I see is the launcher and an empty loading bar.

Can you post a screenshot of what your launcher looks like when it's not loading please?
