If no PvP Enforcement... PvE?

With the recent news of the PvP element of the Justice planned not to be implemented, I was rather disappointed, as I'm sure many other are. However this got me wondering, whether, even if there are no PvP elements, an enforcement system could be added.

This could work out to allow some players who don't want their characters to be thieves but not lose out on a cool Skill Line like the 'Thieves Guild'. If you played Skyrim then you may remember that you could choose to destroy the dark brotherhood instead of joining them. If this was implemented at the time of or after the Thieves Guild and Dark Brotherhood, it could present a choice for people whether they want to join the Enforcers (Royal Guard or something like that) or the Thieves Guild or Dark Brotherhood. This could also be implemented with simple quests of retrieving stolen supplies or hunting down a 'Master Thief' NPC in random location in a zone, even if it is a low level zone, but still scale the enemy to your Level.

In this way people could still get the chance to be enforcers without having to implement the PvP system and at the same time present a difficult choice of who they want to side with. (You would be able to leave the Guild at any time if you wanted to swap to the other one, however you would lose the Skill line.Skill points would be refunded)

This could be expanded upon with the release of the Dark Brotherhood, adding more possibilities to the 'Enforcement' quests and activities. I came up with this as I know a couple of my friends do not want to be thieves and were exited about the possibility of hunting them down.

TLDR: Enforcement / Guard quest and skill line that goes against Thieves Guild etc.

P.S I think it would be cool if your character could only have access to either the Dark Brotherhood, Thieves Guild or Enforcers Skill Lines 1 at a time as this could make many peoples builds differ rather than the very samey builds that most people are using at the moment. However being able to switch at any time, to try out and unlock the other skill lines.

    Sounds good to me! There was PvE planned with the Enforcers anyway, so I'm hoping that aspect at least is still on the cards.

    Would so be behind this. I play my Templar as a "good" character, more of a Paladin type, and don't really want to sully his reputation by having him in the Thieves Guild... Now joining up with city guards or whatever to wipe out the ***, on the other hand...

    Yes! Even if PvP ain't going through, I hope all the other plans they had can be salvaged (bandits' dens, Enforcer strongholds etc.). That would still be awesome. I also hope that PvE Justice is more challenging in the new zone, but that's something else. xD
