Question about axes and bleed damage

How viable are axes in pvp? Am I better off using my dual wield swords or is the bleed damage from dual axes better, or armor penetration from maces?

✭The current "consensus" seems to be that the sword passives are far superior to the bleed passives. It's hard to track or measure, but most dual wield pro builds favor the swords 5% damage boost to the ax bleed. Some players suggest that the bleed damage is too small, and some say that a lot of players seem to be immune. And most posts I've read call the armor penetration laughable.
