They increased the XP gain of quests and reduced the amount of XP required to get each vet rank. Check my sig to see what level all of my characters are: only 2 of those characters have progressed past the first full zone of Silver.
So now I get drops of gear that is way below my Character (Glenumbra drops are allVR1 so far), and pretty much only good for deconstructing or selling.

They did it because so many people were complaining about how much of a grind it was to get to max level. Personally I never found it a grind, but that's probably because I never really focused on leveling - I just focused on going around and having fun playing the game in each zone. They increased the XP gain of quests and reduced the amount of XP required to get each vet rank. My multiple VR5s and VR4s disagree. Heck, my VR2 has barely started her Cadwell's Silver starter zone.ShadowDisciple wrote: »absolutelly not normal.

I don't know how good this set is but in Silver i received several items from the "Warlock" set. It sells very well on a guild store I belong to.

Both of my VR16s hit VR16 before completing Cadwell's Gold, and before doing much of anything in Craglorn or Wrothgar. I do everything in every zone, though: all of the side quests, all of the dolmens, all of the world bosses, etc. So yes, you're right, it's easy to hit VR16 these days before you've even completed Cadwell's Gold if you do everything in the zones.TheShadowScout wrote: »My characters do just the basic questing, and generally hit V7 at the end of silver, and V14 by the end of gold. Then wrothgar for V16... easy as pie. If I did more, like public dugneons dolmen, world bosses, pledges and such... I'd likely tack on some ranks as well and go V16 while still in cadwells I'd expect...

Not in the veteran rank zones. Each zone scaled to VR1+ will be scaled to one level for the entire zone. For your Cadwell's Silver zones the starter island(s) and first full zone will have all enemies scaled to VR1, the second full zone will have all enemies scaled to VR2, the third full zone will have all enemies scaled to VR3, etc. Each alliance has 5 full zones, so if you progress through all of the zones in the game in order, your Silver and Gold zones will take you up to VR10. Then, theoretically, you're supposed to go to Craglorn, then Upper Craglorn, etc.Let me clarify when I said the drops were no good. I meant everything chests, quest rewards, drops form fights, its all level VR1. I could use it but its 4 levels below my character, this makes no sense.
I Got to Shadowfen and all the baddies are VR2.
I thought the levells the zones changed, depending on were you are in the zone.

Doing Cadwell's Silver and I am half way through the Glenumbra zone. I am already VR5 is this normal or at least common?
My last character I do not think leveled this quickly.
This is a problem in general. One of my friends went through Daggerfall, then immediately went to Wrothgar (as the quest NPC kept bugging him to do so). Upon getting back, he goes to Stormhaven... and is 3 levels above the zone, so he stopped gaining XP and loot entirely. At that point, he was like "Why play? I don't get any benefit or loot from questing..."That explains it, and it was very silly of them to do...

If you're below VR1 then you don't gain loot or XP from anything that's more than 5 levels below you. If you're VR1+ then you'll always gain loot and XP from anything level 46 or higher, although once you're more than 5 vet ranks above the enemies the amount of XP is drastically reduced. So if you're VR16 you could go back to Coldharbour and fight a whole bunch of level 46 enemies and still get loot from them, and a very small amount of XP (I don't remember exactly how much, but I think it goes down to as low as about 100 XP per standard mob). Not in the veteran rank zones. Each zone scaled to VR1+ will be scaled to one level for the entire zone. Well as I said before that's just silly as one progresses they will get higher in level and the baddies just go up once for each zone. Eventually one will be several levels higher than the baddies. This also appears to ensure that materials in the zone like Wood, Cloth, and Ore are lower than what my character uses.
I am now VR6 in Shadowfen if my progression continues as it has I will be VR8 or higher when I get to Eastmarch where the baddies will be VR3. this progression will put me more than 5 levels above zone, I guess then it will slow down or did they change the amount of XP you get if you are more than 5 levels higher.
Question: Will I still get drops from Dolmens (Anchors) or does that stop once I am more than 5 levels above the area?
If he's only 3 levels above the enemies he should still be getting loot and XP from them. Even if he's over 5 levels above them (the point where you stop gaining loot and XP from enemies) he should still get XP and loot as rewards for the quests. This is a problem in general. He didn't want to skip it, but also didn't want to lose all rewards, too. It was kind of a morale killer for him. The only way I really see this being fixed is for ZOS to implement scaling across the board.

It's normal. People didn't want to actually play the game, so leveling was made way too fast for content
