Imperial Standard Cannot Be Completed

For months now this quest in the main questline for Imperial City has been broken and cannot be completed. In the middle of the battle for the south door it will reset (even if the door isn't even close to being destroyed) and you fail. I completed this quest no problem on my AD Templar before it was broken, but now it cannot be completed and I can't complete the main questline in IC on any of my other characters. Why the hell am I paying for an ESO sub if you're not even letting me do the content I'm paying for?
