Can't pick up kill enemy players bounties???

I'm in the Imperial City - everyone seems to be able to pick up the bounties from the bounty boards - everyone except me.

I have 4 VR16s... 1 VR12 and I'm on my VR4... which is the one I'm having issues with. What is going on? Even the low level players with me are able to do it...

I've abandoned all quests in my log - still unable.

Should point out I can't pick up ANY cyrodil quests at all...

Hmm have you done the tutorial quest at the base?

Some reason I remember having to do something before that was available

Strange. There is a limit to how many you can complete in a day, but if you've never been able to accept any then something is wrong.

This. I remember my first couple of days in PVP and everyone kept talking about bounties and "get scroll quests" and I had no idea what they were talking about or who to even speak to. After doing the tutorial missions, which took like 10 minutes at most, I was able to get all the quests. If you were able to pick them up before and suddenly can't now, double check your quest log to see if its full. otherwise it might be worth a trouble ticket.

This is my original character - I remember my first day in PVP - the problem, if I remember it correctly, was as follows...

I started the original PVP quest (whereby you have to go to learn about siege stuff). I did that... but couldn't complete it, because the person that finished the quest for me was invisible. So I had to abandon the quest - thus never completed it.

Now I can't pick that quest back up... so effectively, I'm stuck in limbo.
