To entertain the OP's question, if they removed stealth from the game they would also have to completely rework the Nightblade class. I doubt that's possible for ZOS so kinda moot really.

Well, it would partially take out the advantage of having the element of surprise on an enemy group, which is often used by smaller groups against bigger ones.
So, it would suck.
It would mean that lone players or small groups would be completely out of the question, since you'd get zerg balled immediately upon encountering a larger group. Everyone would stick to large groups, the village quests in cyrodiil would become very difficult to do, and NBs would be pretty useless. Tanks and sorcerers would be the only things worth playing.
That doesn't matter. They gank you anyway even when you go to cyrodil simple to finish a fishing achievement. Next thing you know your standing by the only ocean spot minding your own business, the next your flying into the water from a greatsword uppercut to the back. You cant watch your back 100% of the time, I tried, you get dizzy...
