Trying to buy DLC says I dont qualify ?

I am just finishing up updating the game install an tried to buy the eso + thing,. Says I dont qualify. SO I tried to buy the DLC, wont let me....Is this something I should be worried about?... or what...

Maybe you have to be level 10 on at least one character in the account before you can buy it, as you have to be that level to enter Imperial City or Wrothgar.Just my guess.

Naw. I started Wrothgar after the Wailing Prison at level 3.

If you bought the game through Steam, you may have to upgrade it through Steam. I know that I have to buy Crowns through Steam for my Steam account and through the ESO website for my non Steam account. When I tried to use the ESO website for buying crowns, it would not let me use them on the Steam account. You may have the same problem with buying DLC if you bought the game from Steam.
