Can they drop from any mob regardless if its level is close to yours or not?

They must be close to your level. That's why they gave the nixhounds in VDSA a higher chance to drop collectibles, as once EP isn't low level that's the only place really.

They take up bag/bank space.

you use to have to 'use' them to collect them and that would make them disappear but now just picking them up collects them so yeah now after you pick them up they're just something to sell to the vendor XD
