No they aren't, and it's to do with the physics engine. They would only add to the lag as they wouldn't be like they are in WoW etc. And tbh, Cloaks and Capes have never been a real part of any ES title ever, save for mods. So no cloaks and capes is good with me.

So remove them from the ESO cover and problem is solved, leaving it there with no intensions of adding them to the game is just false advertising....

So it's not like ZoS disregarded it, they perhaps implemented it at first but got feedback that players didn't like it, or the capes were too faulty or may even be planned to come out in future content. I would say not to ignore the capes for the time being and wait for/if a ZoS employee talks about it in the future.

Yes, they are. The cloaks/capes are a fairly obvious invention for any people that is able to work with textiles and need some sort of protection from the cold/rain/sandstorms/whatever.
Both Arena and Daggerfall featured capes and cloaks on some characters:
Cloaks and Capes "disappeared" from most games on the "early days of fully 3D rendering" because it was too difficult to make a good looking cape. Just look at how many games from these "early" days gave up on cloaks; Morrowind, Neverwinter Nights; Dungeon Siege...
The ones who tried made absolutely ugly capes, like modded NWN capes, WoW capes, etc...
Due to 'habit' and more technological complications, the following Elder Scrolls games had no capes as well, but they were always featured on artworks and such from the series...
So, please... I understand the graphical and stability issues that proper capes would bring. But don't come with the lore argument because saying that one of the most common pieces of clothing throughout History and different places of the world wouldn't be lore-friendly on a setting that draws a lot from our own world is simply absurd.
Other than that, keep beating the horse, mates. I do want to see well made, realistic, linen/fur cloaks in the game one day :disagree:
With the Havok engine... they could just use the Havok cloth plug-in. Very little work on their part.

Notice how the cloth changes color? That's because Havok Cloth has variable cloth resolutions. Meaning that cloth close to you can flow realistically and dynamically while cloth father away can be more static.
