Give to the Poor Achievement

I would like to know how I can give gold to the poor to earn that achievement but for some reason I am not even able to talk to them or given the option to donate gold? Is the game broken or what do I need to do.

Because you're trying to the wrong NPCs. Not every NPCs begging for money is the one you need. I have found one in Stonefalls so far. She was walking on the road outside of town. I talked to her, had a small convo, then gave some money through convo choice. I think it was somewhere on the road west of the most south dolmen on the map.

They can appear in some random places outside cities (the beggars in town will never give you the option). You will find a beggar in the middle of the road with an obviously wrong story, you will have the option to donate some gold or call him out on the lie.

In these same places you will find two people arguing about who should start a fire (start the fire yourself for another achievement) or a merchant that you can intimidate to steal some items (also, an achievement).

Those 3 achievements plus M'aiq can be found once each on every main story map (not craglorn, cyrodiil and I'm pretty sure not on coldharbor either).

If you're on the PC, the add-on Destinations can show possible spawn locations for those random encounters, though it might not be exhaustive. Also, you're not guaranteed to find the NPCs every time, as they have a longish spawn timer.

You need to find the NPC M'aiq The Liar, he will be in every map at the same time randomly in maybe a couple of spots (example: In Stormhaven, he can be at the top of the tower at the Seducer(?) crafting station, just east of Wayrest).

The NPCs for the Lightbringer, Give to the poor and Crime pays achievements are not found in towns. They spawn randomly at one of several fixed locations in every map region except Coldharbour, Craglorn and Cyrodiil (not sure about Wrothgar) and all three share the same spawn points.

I like M'aiq function in much the same way. He spawns randomly at one of several fixed locations in every map region except Craglorn and Cyrodiil (once again not sure about Wrothgar).

The only place to get the kill 10,000 monkeys achievement reasonably is in Deshaan by that monkey house.

It's not an official achievement, just a sublime sense of satisfaction.
