I'm offering free vampire bites and I tried to meet up with a player to offer my service. It seems that we could not find each other because we are of different alliances?

No bites and no face to face trading (only trough guild stores).
All you can do is kill each other in Cyrodiil.5

Not entirely true. You can group up via group finder and trade in the dungeon lol
