Visuals/Animations Disappearing -- Any intention to fix this?

This has been happening since launch and it is the most frustrating bug in the game. Not only is it completely unrewarding to see what is going on in PVP but most classes require those visual cue's to react to situations. Dying to invisible snipes, overloads, meteors . zzz. I like the idea of reducing the effects during large battles to improve performance but why does the game require a log out each time to fix this.
