Even though magicka dk can be referred to as a sub-par class, altmer is by far the best choice with 9% recovery, 10% max magicka, and 4% elemental damage (includes fire).

Dunmer do more damage and have some extra stamina which is usefull for pvp at the cost of some magicka reg. So unless you want to become a pure healer I'd go with dunmer.

Hard to decide really. I went with Altmer, trading the extra 3% flame damage Dunmer get with more max magicka and regen. Altmer still do 4% bonus elemental damage, so that's not too bad considering the other bonuses you get.
Dunmer is probably the more versatile option, because you can quite easily switch between stam and magicka, but if your main aim is magicka, Altmer is always a great choice.

What Altmers and Dunmers have in common:
    - 9% max magicka
    - 4% fire damage

What Altmers got on top of that:
    - 1% max magicka
    - 9% magicka recovery
    - (4% cold / shock damage => no good unless you go for Crushing Shock / Frost knight build)

What Dunmers got on top of that:
    - 3% fire damage
    - 6% max stamina
    - X flame resistance

Own conclusion: want moar damage? Go Dunmer. Want moar sustain? Go Altmer. Whatever you pick, if you miss on something, grab a few extra CPs.

Before champ system, they were pretty even. But now with the ability to get 25% extra fire dmg no matter what race, the regen is worth more than the little bit extra fire dmg.

    Dunmer. Easy pick.

Magicka Dk typically has low regen anyway so you don't benefit much from the 10% Altmer regen. You also got a better Stampool which increases the stam return of helping hands passive and battle roar. Also more damage.

actually i think the Dunmers Increase to Stamina is more worthwhile for PvP then the magicka regen.especially in this patch of CC madness.

While they are both very good and certainly very close in effectiveness, I currently hypothesize that Altmer is the stronger choice for purely Magicka builds. The reason is that the additional 10% regen will push the boundary (while deciding and tweaking on gear) so that you will be able to make the transition from drinks to food easier, therefore gaining a large bump in damage output with your desired level of regen. Champion points will supercharge the 10% racial regen boost, making an even greater difference.

In turn, you only lose 3% on fire damage, which would be more than made up by the increase in magicka pool due to food buff and the lowered downtime due to regen.

Edit: My evaluation here is from a PvP perspective; I don't care much about PvE personally.

Afaik altmer's elemental expert passive only applies on secondary effects such as burning, not the direct fire damage of your skills.

Well, your right. But there are many "famous" people who have choosen HE over DE just for the reason they rate 10% magicka reg above 3% more fire dmg, so I think it improves all fire DMG, at least this is what I've heard. It's the first time some1 is mentioning it, I've never heard anything about that before (cant test it, cuz im on console).

I cant proof it, but im very sure that its 4% more fire dmg at all, I have read that alot in the forums.

I'm going Breton. I had a Altmer Magicka DK but I wanted to make it more of an Anti-mage build without having to use glyphs to add to my magic resistance. So this way I can improve my magicka and damage with glyphs.

Some of the "famous" people are just smart, skilled, and spend a lot of time playing. They would still be good with an Argonian.

Probably every class will have it's time in the sun at some point. There will be nerfs and buffs. Who knows? Maybe Argonian Templars will be the FOTM one day.
