Hardened armor not progressing.
I've been using hardened armor in every fight since level 4. I'm now level 26 and Hardened Armor has barely hit rank 3. Nothing I do seems to increase it. I have it slotted on both bars, turn in dozens of quests, and the bar climbs an almost imperceptible amount.
