Why can't we have tabards over costumes?

I really enjoy a few of the costumes in my collectibles and want to use them more often, but at the same time want to show guild pride. Is there any way a future update could make this a possibility?

✭✭✭✭✭As far as it's understood, whatever "layer" the costume is activated in on the character is the same "layer" that the tabard is activated in also. So essentially a Tabbard IS a costume.
They are looking into how to make this possible though.What ESO really needs is an Auction Horse.
That's right... Horse.

As already said, they seem to be at the layer of costume. They would have to change it to allow both as costumes, or add a separate tabard equip slot.Xbox One NA Aldmeri Dominion -
