Hello,
I have had this issue before and am hoping it can be resolved soon. I have just traded another player a dwemmer chest chapter for the Xivkyn swords chapter. I opened the chapter after receiving it in my inventory, it opened and said my character had learned it. I went to go make a xvkyn sword... and nothing was leaarned. I had all materials and am fully able to craft the swords.
Can you please find a way for my character to access this motif chapter?
This happened today, December 19th at around 10:30 pm Mountain Time.
