NO NO NO! Orsinium came with a huge zone and tonnes of questing content AND Maelstorm Arena, which comes in veteran and normal mode.
Paying for something does not entitle you to get EVERYTHING out of it at the difficulty you want. If people cannot do vMA, they can do normal. Normal Maelstorm should drop VR15 Maelstorm weapons.
