Till ZOS re-instates soft caps and gets rid of the terrible champion system, there will always be someone who can spam an ability indefinitely till people are sick of it.
If ZOS keeps nerfing things, one day every ability will have a cooldown on it. And this great game of resource management will just be like every other MMO and MOBA where you have to watch little timers before you can use your skill again.

Most of the time it isn't even about balance. People get beat by things and then immediately assume there is something wrong. They just can not imagine that someone is better than them. How do you actually get balance without just giving everyone access to everything?PC/EU DC5 -
