Small Scale PVP - Any Progress?

So I have been tracking the progress of ESO after getting excited about it pre-launch, trying it for a few months with a friend and then finally, un-subscribing and leaving the game... I'm really curious if ESO is worth me coming back.

I wet / lost my M.M.O. cherry with Age of Conan (which, for me, was utterly brilliant and had great PVP) From that experience , I fell in love with small-scale PVP and was hoping that ESO would provide for that. So I was a little annoyed to find out that PVP in ESO was mostly Zerging.

So one of my main questions is.... has this changed yet? Is small scale (4 -6 players max) PVP an enjoyable thing yet? or is the firm emphasis still on all huge battles?

Why ask this now? Well, because I am really eager for upcoming theives guild and Dark brotherhood and to see how they are implemented. ALL my RPG characters are thieves and assassins (and other types of low-life scum in general.)

So thank you for reading this far..... and please tell me , do you think ( for someone like me ) ESO is worth another look?

    Yeah pretty much. They are trying to buff siege damage as a zergbuster I think with thieves guild dlc. Adding snares and unpurgable debuffs

    IC is small scale, sure you get the ZERGS come through but 4 - 6 well organized players that know how to use the terrain can be deadly effective
