I feel that way about Valkyn and Maw of the Infernal. Valkyn was nerfed to Oblivion with the recent DOT changes, and even with the buff to Maw, it still rarely procs for me compared to other sets.A bit off topic but there's some sets I would actually use if the 5pc bonus was more than a 5% proc chance.
VR15 Blue Briarheart lasts for 10 seconds, with a 15 second cool down. It adds 418 damage, so basically, if you removed the cooldown, you'd have to remove 1/3rd of the damage to compensate. Zero cooldown, but damage is reduced to balance it out.
Honestly, I'd rather have the higher damage with a short cool down as it makes the set's proc that much more magical. Some sets have cooldown timers which are excessive, but I honestly don't find a 5 second cool down to be bad at all.
