If you wont give us a proper Text Chat system game wide, how about a comprise?
Just have Text Chat within guilds only.
I have 4 guilds, around a total of 350 online and a total of 3 people in Voice Chat.
So how about it? Seems like a fair comprise.

my thought is there is a companion app that can be used for type so even if eso made an app to text with people playing the game would be fine too like destiny has an app and ur group and clan can have a chat box. but also for consoles they have chat pads that can be used and attached to the bottom of the controller for typing.0 -

Voice chat on PS4 is dead.
This is what voice chat looks like ... Guild members online 94/478 ... Guild members in voice chat Zero.
And most people turn off Area Chat due to all the noise pollution. Only turning it on when "they" need something.
Why cant I type in Guild Text Chat "Anyone want to do Undaunted daily?"
No, instead I go thru guessing or reading guild notes and send EACH person a pm via PSN, because not everyone notices the in game mail pop up.
There has to be a better way.
