Unfortunately the only way to make Hirelings really worthwhile is to have a lot of them. That way you get a decent haul of raw/refined mats and Tempers each day along with the Trait trash. If you only have one character running hirelings, then there is too much disappointment.
I would be all for limiting the number of characters who can have hirelings if they would just give us more of a reason to have them on one or two characters.
And, please put the timers on a 10/20 hour cycle.

I have maxed hierlings and 7 chars. I only open them once a day, because life. I get roughly 3-4 gold materials a week from all those mails. Could be better, but still free stuff.
But if you only have hierlings on one character, my guess is that you never get anything
Think the hierling rng/drop rates is balanced or adjusted based on the assumption that some people have tons of characters lol. It was getting out of hand. Before the nerf I sometimes got over a dozen gold materials a day from doing nothing.
Not sure how to make hierlings worth it for everyone, without allowing people to abuse the system. If you up the drop rate to much on the good stuff, you have guys with 5687677676 accounts just looting gold and VR16 materials on a massive scale.
Writs are still generous. I get around 15-20% gold materials, loads of Glass Fragments and nirn from Craglorn ones. I still make around half a million a week from doing those one a few chars. So actually fear a nerf incoming.

L12 in the Equipment Craft lines unlocks the L2 Hirelings and those do fairly well Temper wise. You can get to L12 with a couple of hours of mob loot farming in Coldharbor so some other place with squishy zombies. However L3 is better as I can get 4 Purples or 2 Golds in one mail often from those. I have even gotten mails with 2 Purples and 2 Golds in them. L3 requires L32 in the craft line. However I will say that it ebbs and flows, lately my hirelings have been underperforming.
