I'm going to clarify a bit more :
Meth ( hey @Zavus ) has a very particular build that is devastating to most (notably groups that are well stacked), though if you fight him 1v1 while he's in his standard group/emp build if he can't burst you down then he's not going to kill you easily. I have fond memories of a 10 minute long duel that ended when we both agreed that we probably wouldn't kill each other, and then decided to take funny screen shots together. Meth has great burst, then consistent medium damage. Pair his emp damage with one or two people executing with a steel tornado, and you're guaranteed dead.
Mojican ( hey @manny254 ) has less split second burst, though very, very high consistent damage for enough time to make you very dead very quickly. Get cc'ed for 2 seconds and you're dead. I can't wait for arenas to be able to duel him.. I don't expect to win often.
Alma Ruma is not a solo player, and hasn't developed the duelling skills that some others have (that I'm aware of). She's a benefit to her group, but only her group - her tornadoes hit hard and her vigors heal for a lot. She's not the type to run off to the other side of the map and 1 v 10 opponents who are attacking one of her emp keeps. To clarify, this doesn't make her a bad emp, this just means she's not a good 1vX'er. Being a group player is not a bad thing (unless you're a glorified ganker who calls himself a 1vx'er and has an ego so big that it dwarfs mine -- and mine is pretty big).
Please remember that leading a group well, being a great strategist, being a great AP farmer, being a great group player, being a great 1vX'er, and being a great ganker are VERY different skill sets. Doing any of these as emperor is also very different than normally. People have put the time into duelling that I've put into leading groups and strategizing, I expect would kick my ass very quickly in a duel. Put that person in charge of a group of 16 and I don't expect the best calls and leadership from them. Everyone has their skill sets, and very few people are excellent at everything.
IMO, a great emp is always a great player, and a great player will learn to be a great emp if he/she so wishes.
With your large resource pools and increased healing and regens, the difference to just having 2 other great players instead is mostly that you can not be killed as easily and that you have an easier time coordinating your skills and movements. Thus, an emperor is the most helpful outside a zergball, in a situation that other players couldn't survive. Having group members who synergize with the emp's build so they can support him are very useful, although they should still have a focus on their own survivability and usefulness without the emp, so the latter can quickly react to a changing situation that would make him unable to protect his teammates, and make good use of potential mobility skills.
However, this can well be different for a smaller raid (10-16 players) in that the emp may be better off just filling the roles of 2 DD's or healers, as they may need any they can get when outnumbered. Though even then, the emp should be able to break out and do stuff on his own without being killed by 3 players or something.
As for examples. There may have been good emps after 1.6, but I really can't think of one where I thought "wow, he's playing really outstanding, not sure I could do it any better!" @Erondil was emp, though I didn't really see him fight (well maybe a bonus for him in that case), @Hexys is a good player, too, yet when he was emp at the start of 1.6, there was still a lot of room to improve.
Right now emps should just be on cold stone trebs until the siege dmg bug is fixed.
I thought the same thing. until some players did some other things which led to certain things being bleh. That said. If players do certain things emp seige is fine vs other players. It actually makes seige usefull. havent seen so many oils kills since ground oils.
l2p and emp seige wont be as bad. im not going to tell u what these things are though.

a perfect example would be Lolimage. maybe not the most skilled, although he is getting real good, but you should see the change in the factions morale and focus when he comes on and says hi in zone.
The faction rallies around him and follows his direction. Has a keen mind for tactics.

Its pretty crazy. Hes put in a lot of work with his own guild and found tons of decent to good PvPer's.
I mean like 100 people are now interested in play PvP because of him and others in M12
These days you need good burst as an Emp or go home. The Meth emps I liked the least were pre-Haxus, when Proxy+Dawnbreaker just slaughtered.
Best emps ive fought were always good players with an understanding of micro and macro tactics. Old Havoc emps Anon and Aegon were great: Anon popping out negates, batting inside negates and than negating again all while leading. Aegon could go solo a defense or stay with raid and make us pretty much unbeatable. I respect the ability to use your Emp to enhance your groups potential while still being a valid threat alone.
Personally I did nothing with mine but do dolmens with scrolls, kill Daysie's favorite ram, and hit people for 20k+ steel tornadoes. I always wish I'd had a serious group to fight, never really got to try it out
