Give each class a skill that can be toggled on and off outside of combat. Make only one able to be active at a time. Consolidate some exsisting skills into this and add one per class skill line.
Maybe bring back previous skills that were changed only make them the non bar toggles. To balance make the toggles have some kind of switch off to using them.
Examples
Bound weapons: causes all held weapons to scale off spell and deal spell dmg and heavy attacks heal magicka not stamina. But reduces max magicka or reduces magicka recovery a bit.
Inferno: add the orginal dk inferno dot aura back maybe lower dmg and have it reduce magicka recovery a bit to constantly deal a passive burn to close targets.
Aedric aura: gives templar a buffed auto heal that makes health recpvery tick every sec instead of 2 secs. Lowers max health a bit to recover passively faster.
Deadly poison coating: night blade coats weapons in a deadly poison that deals bonus disease dmg to targets. Not sure on a trade off?
But overall these would be active like a mundus In the background. But not consume a skill slot and could not be switched off in battle. Only one active at a time and have options to get one per class skill line and why not add a morph to it also.
