If people can start crafting drop sets then it discourages people from doing the content that the items drop from. Don't get me wrong being able to craft some of the drop sets would be great but I think the reason they won't do it is because they want people to chase drop gear by doing the content.

Actually, I don't think it's true since we can't craft jewelry so as for now, people will craft Hunding's Rage (BiS stam) or Julianos (BiS mag) from lvl1 to v16 and are only looking for sets with jewelry to complete their builds. So build diversity is almost non-existent in the current meta, at least for DPS. Tanks get a few more (weak) options and for healers only Spell Power Cure may be better than Julianos.
People who are chasing after gear are chasing after jewelry and monster sets or because they have some free time to kill and enjoy trying out new stuff - trying out new stuff is actually a great motivation.

Personally I'm also chasing non jewellery sets as well. Sheer Venom, Spell Power Cure and Overwhelming Surge are all sets I would love to have. WGT and IC Prison runs FTW.
PUG Life - the true test of your skill

18 characters, 17 max level, at least 1 Stam and 1 Mag of every class, 1 of every race and 1200+ CP

Tanked to Undaunted 9+ Mag and Stam of every class using Group Finder for 90+% of the Vet Dungeon runs

Of course not all sets should be learned

By this I mostly mean sets that drop by doing basic things like healers ect not things like malestorm set gear.

Healers habit drops in DSA that is the sort of set they won't want crafters to be able to make. They still want people to do Arenas, Group Dungeons, PvP sets, Wrothgar Dailies and Trials.

Also they could add the required material as a reward from end game content.

Maybe, but it takes the frustrating RNG out of it. Convenience is only allowed to come from the crown store ;)

Odd I could have sworn I saw a piece drop in a chest on one of my low levels yesterday... if they put that *** in the crown store... whatever damnit it passed the pay to win line with the horse upgrades

I think you might be right I think there was a healing habit set Pre-VR. Has been awhile I can't remember. Sort of like Warlock you had a Pre-VR and a VR1 version but then you had to do trials to get the VR12 version.

There is a Healers set at lvl21 I think, I got a hat when I was levelling my DK.
I have departed into the great unknown that is outside the game and the forums, and wish you well in your Tamriel adventures!
