Provisioning driving me a little crazy - Crafting writ rewards

So here I am sitting on provisioning at 50, passives 4/4 and 6/6 for recipe quality and improvement. For the life of me I do not understand why I can not improve the reward from the crafting daily? Always level VII reward from Wrothgar turn in, whereas my other crafting (except Enchanting which I know about) are netting me level IX rewards) from Belkarth turn in.

Anyone come across this before? Is there a solution I am not seeing?

Just to add I am VR8 and have completed Cadwell's Gold and any other main storeyline quests

Writ VII is the highest level Prov Writ.

Remember they had to add a number because they didn't add a prov skill passive point. So 6/6 is still only Writ VII.

Those other writs are tied to material passive so if you are getting Writ IX that's for 9/9 passive.
