dont think you can change graphics settings on the consoles, atleast on xbox. unless i just havent figured it out yet
I know someone who has 5mb down and 1 mb up, surprisingly his does not lag out much (does sometimes). I would expect your issue isn't the actual speed but the transaction time. That might be in the same boat though but maybe not, try a ping test if you have a PC and see if you have an excessive round trip time or dropped packets.
