npc's not loading

ive had this game for a week and i have 1 issue that i can't seem to fix

and thats loading of textures, npc's, players, mobs.

now lowering the video settings does remedy this problem somewhat but in no way does it fix anything the issue is still at hand.
the only thing that i think could be an issue on my part is my slow 7200rpm hard drive which would explain longer loading screens but doesn't explain to me why im having issue's with npc's not loading.

the rest of my computer should be fine i can run at max settings and it runs smoothly no real drop in fps. i got 8 gb in ram

one other thing i did notice was that when talking to other people out there their client would use from 7-10 gb ram mine only ever uses up to 2gb

are there any tips you guys can give? is there a 64 bit version of the game i happen to have missed?

    just to make sure people dont tell me to do things i already did

    1. Lowered graphics settings. No change.
    2. Tested internet connection. Screaming fast.
    3. Performed a repair. No change.
    4. Changed RequestedNumThreads. No change.
    5. Replaced SATA cable. No change.
    6. Cleaned SATA connectors. No change.
    7. Fully uninstalled and reinstalled ESO. No change.
    8. Banged head on desk. Headache.
    9. I set priority of eso.exe to High. No change.
    10. SET MIP_LOAD_SKIP_LEVELS "1" when i checked this it was already at 1

    Black characters are actually "working as intended"

    SET CharacterSelectForceAllCharacterPreloads "0"
    SET PlayerStandInsMaxPerFrame "8"
    SET PlayerStandInsEnabled.2 "0"

    Try these... they might load even slower but then they might be textured.

    SET MIP_LOAD_SKIP_LEVELS "-3"

    And no more pop in textures on chars. Everything will load best resolution but at a cost of performance.

    About texture bug on objects and other slow loading things... nothing much to say. Have same pb myself. Maybe your PC isn't that fast either.

    64bit client next year... hope they ll fix black chars and texture problems.

    My system is a beast and something has gone south with the last two patches. NPC's during quests will just go into the void. I can hear them but can't see them. My clanfear, for example shows active and fights but I can't see him. :/ I was doing a quest on the main story and Lyris went into the void. I could hear her but not see her. She was there when the quest started for a few minutes. I logged out and back in and she showed up again.

    As for the players not loading in that bug has been here since IC release so nothing can be done about that one. I run max graphics, etc as well but I also have 32 gigs of ram, two 980 Ti classifieds running SLI, etc so I doubt it is your system.

    With the free weekend the servers are really being hit hard so some strange things are happening right now. My above issues were around before the free weekend but it has made the problem worse. I am waiting for the weekend to be over before I do more testing and submit a ticket on it so I have a "normal" game session to test from.
