Installer stuck at "Loading...."

I am attempting to install this game in preparation for the free weekend, but the installation is failing after updating the launcher.
1) Run 'Install_ESO.exe'
2) Click yes to allow java through the windows firewall
3) Set installation optios (path, directX, VC++ 2010 redist)
4) Installs VC++ 2010 redist
5) Installs DirectX
6) "Loading..." screen
7) "Updating" screen
8) host.developer.log shows files being downloaded (http://patcher.elderscrollsonline.com/products/BNA_Launcher/public/Bethesda.net_Launcher/Bethesda.net_Launcher_-1to31.solidpkg), couldn't copy file before it went away
8) Launcher restarts
9) host.developer.log is reset:

I have disabled windows firewall, disabled my AV (Microsoft Security Essentials), uninstalled VC++ 2010 redist, tried different install locations, installed latest flash player, installed latest java, restarted numerous times (clean and not), and nothing helps the situation.

    Did you run the install/launcher as Administrator/With Administrator Rights (RMB "Run as Administrator)?
