This was always the case. Canada doesn't permit lotteries unless they are skill-based, therefore there has to be a question people can answer in order to qualify.

Yes, we deal with this in Canada all the time.
Example:
There are 75 pancakes and 3 Litres of Maple Syrup. If each pancake has an equal amount of Syrup, how many millilitres of Syrup are on each pancake?
