A way to solve the console text chat issue

I play both Xbox and PC (PTS)

Depending upon your PC settings and if you're using the game pad UI on PC, the items and UI are very close to consoles.
The differences that I've experienced are due to PC having more settings and options but otherwise it's the same.

The views you're describing are the non-game pad UI's used on PC with different add-ons
In those cases the field of view is drastically different but so is the PC UI and slider scale for the PC UI within options and settings.

Not having the PC UI and PC UI scaling shouldnt have influence on the text chat for consoles although having played it on PC with a controller, text chat is not simple and I often find myself putting down the controller to use the text box because other than typing even with the new Xbox one chat pad, none of the right click, and simple commands seem natural in the game pad UI. The mouse cursor only works for when you're using the mouse and there is no right click or left clicking on names in the text box using a game pad.

Good news is that on PC, both work in the game pad UI

Bad news is both don't work outside of the game pad UIand there are many add-ons for the PC UI but very few for the game pad PC UI
