Is this correct. I am currently on a 16 gig download and this is after a 5 gig download. And I was only at 7% after the 5 gig download. Is this correct? Why wouldn't they just point me full replacement since it seems I will be downloading 90-100 gigs just to catch up. This can't be right can it?

✭✭Afaik, the total install percentage includes the "install" stages of what has downloaded (which on my system often is more time consuming than the downloads per se). This would suggest that the total ammount to download would be around half of what you calculated (45-50gig). Your current game update includes two released DLC packages, hence the heavy foot print.
Edit* I have only installed the game fresh once, in March 2014, (o.O), but sure would hope that with every patch and DLC release, a fresh install would be an up to date version, not requireing yet another ~50G DL immediately after a rather heavy DL/install process.
