All my loading screen wheels are running at 1/2 speed from yesterday???

Logged on after patching and all my Loading Screen Wheels (Ouroboros symbol) are moving at 1/2 the speed they were yesterday. At least they aren't chunking but they are way slow.
And logins are popping in with very low FPS then recovering to less than the day before averages.
Something change with the patch?
Anyone else seeing a "molasses" effect?
